Is 38B bra size the same as 36B?

No they are not the same.
Technically a 38B is one band and one cup size bigger that the 36B.
A 38B has the same cup volume as a 36C. They are sister sizes
A 36B would share the same cup volume as a 38A. Again sister sizes.
But having said that, they are both two inches larger than their band size, so they are the same in that regard.(bust projection)

yep, that’s pretty accurate. not extremely small breasts though, maybe more average.
